Jareth Reeves is the founder of Kaleido, where he specialises in developing advanced cost, risk, and schedule models for nationally significant capital investment projects. With 20 years of experience and a background in systems and project engineering, complemented by an MBA in Technology Management, Jareth brings a distinctive mix of analytical rigour and strategic foresight to high-value programmes across defence, nuclear, and infrastructure sectors.

His latest work on Cost Readiness Levels (CRLs) aims to modernise estimation and risk practices by embedding systems thinking into project assurance frameworks.

Estimating is never about arriving at an exact number. It’s an approximation anchored in assumptions, shaped by context, and built on what we know at a point in time. So why aren’t we systematically assessing the quality and reliability of those assumptions and inputs? Is there a way of assessing how the estimate will perform in real-world situations?

Traditional maturity models assess the completeness of project deliverables to determine levels of project definition. But in practice, these frameworks are often misapplied—creating bias, overconfidence in risk models, and unrealistic accuracy expectations. These issues, while often unintentional, can distort decision-making and undermine project outcomes.

Building on his CaSA workshop earlier this year, Jareth returns to share new insights, tools, and data on the application of Cost Readiness Levels (CRLs)—a systems-based framework designed to complement traditional maturity assessments, not replace them. CRLs prioritise readiness over documentation completeness, focusing on how well an estimate is expected to perform.

Attendees will be taken though a mega project Case Study, that despite being assessed as mature, reveals insights into estimate readiness. These insights enable project teams to directly inform:

  • Phased contracting strategies

  • Targeted contingency allocation

  • Improved Monte Carlo Simulation fidelity

  • More meaningful validation and integrity-first decisions
